What do you want to achieve? Upload a not IRL face to roblox (I drew it on photoshop)
What is the issue? Roblox Moderation Review deleting my face:

Maybe somehow change the face to more cartoon’ish

I think that you should upload the decal on Roblox’s website and if not modify it.
add a single black pixel directly above the right eye
Just keep tweaking it more and more, but keep it as a cartoonish style. You could add a nose to say this is a face to the moderation. Don’t make the eyes too big because it can look like something that I shouldn’t say with no stick. I know Roblox moderation is tiring but the best way to work around it is just to keep uploading until you got the right one. Maybe add some eye brows. Change the eye position and get it closer to each other, not sure why the moderation doesnt tell you why.
