Rotate Tool Alignment Problem

I’m wondering why I cannot line up the rotate tool with a rotated part:

I want to keep the rotate tool aligned with a part when aligned to a surface. This image shows the rotate tool isn’t aligned with the part.

Here, the rotate tool is aligned with the part since it’s perpendicular:

Align dragged objects will not do anything and I cannot find any settings changes for this tool. I am not sure if this is an update or not.

If you guys also experience this problem or I am just missing something very obvious, please let me know!

You can use Ctrl+L to toggle between Global and Relative alignment. Besides that, I don’t think there are any other settings to align with other parts. Except the dragger will autoalign the dragged part onto the surface is is being dragged over.
