Rules state dated information about restrictions in categories

When you first join the forum, you cannot create topics and/or replies in some categories on your own, like Platform Feedback, Resources, or Discussion. You must use the post approval procedure to create a new topic or reply to an existing topic in those categories.

For Members, Resources is unrestricted to post in and Discussion allows you only to reply.

Platform Feedback is the only restricted category now.
