I am just trying to make a simple adjustment to my stop sign by making it thicker but for some reasons its grows bigger instead of it getting thicker.

What I suspect is it may be the union? Any Idea?

If it is Unions then that is basically why.
A part should not have this. As a Meshpart would have the same properties as a Union.
It just also highly depends upon settings as well.
But it most likely is cause it is a union since a union isn’t just a straight part, so it scales it to be bigger. Since it won’t know how to scale it differently.
Okay so how do I change it back to a normal part?
Did you make the stop sign Union, or did you get it from the toolbox?
If you made it you can use the Undo tool to go back in it’s build and decrease the size of the thickness.
Another option would be to make a Negated part (using the Negate tool in the Model tab in studio) big enough to cover the size of the stop sign then move it to where you want the union’s thickness to be, select the Union, select the Negated Part, and Union them.
I used it from the toolbox but I putted higher quality detail textures on to it and saved it as my own model.
So did you try selecting the Union and using the Separate tool?
Since one corner is still missing it’s still a Union.
You need to Separate it until it shows up as a Part in the Explorer window, then make the original Part thicker before Unioning that Part and the Negated Parts again.
The gray texture you see is probably the original Part’s Material, Concrete
Before you Separate the model the first time (you can just use Undo to get it back to the original Union) copy the TextureID from Properties window of the original Union then try pasting it back once you’ve finished Unioning it.

I would continue separating, if the creator did an efficient job, it should simply be a single part with four corners negated. At this point, you should be able to widen it. To your initial question, unions will grow bigger when you try to size it because it’s keeping the aspect ratio that you set for it to have.
When you separate a union, the textures will disappear. I recommend moving these to somewhere else in your workspace so that you can return and put them back on with ease.
