Supreme Regulations & Guidelines


The Supreme Regulations & Guidelines document withholds all majorly important information that affects the entire Special Containment Procedures Foundation. It’s purpose is to guide all of those who are new to the community, as well as set the ground rules for all personnel and divisions.

Each and every policy mentioned in this document is considered to be of utmost importance, and must be followed at all times. Unless otherwise stated by one with the authority to do so, these regulations may only be overruled by the O5 Council/O5 Head.

Unless given special permission by one holding a Level 4 clearance or above, it is mandatory for all personnel with an assigned clearance to be fully aware of this document’s contents. As such, it is identified as a public piece of documentation.

Everything on this document may be quoted and accepted as accurate, except if overuled by a person or body capable of doing so.

Section I - Introduction

Mankind in its present state has been around for a long time, a quarter of a million years in fact, yet only the past 4,000 have been of any significance. So, what did we do for 250,000 years? We hid in caves and around small fires, fearful of everything we would come soon to understand. It was more than explaining why the sun came up and the moon went down, it was a mystery of enormous birds with heads of men and rocks that came to life. So we called them “gods” or “demons”, and begged them to spare us, while we begged for salvation. In time, their numbers dwindled while ours rose, the world suddenly began to make more sense, there were fewer things to fear, more things to discover. Yet, the unexplained can never go away, as if the universe demands the absurd and impossible. Mankind mustn’t return to the days of hiding in fear, no one else can protect us, so we must stand up for ourselves. While the rest of mankind shines brightly in the light, we must stay in the depths of darkness to fight it, contain it, and shield it from the eyes of the public eye, so that others can live in a sane and a normal world.

The Special Containment Procedures Foundation is a wonderful place to work at, there isn’t a doubt about that. However, it is necessary to set ground rules for all employees to follow.

Just imagine this, an organization without any sort of control, such as laws, guidelines, or regulations. At first, it seems good; if there are no rules, then I am not conditioned, thus, I am free to do what I want. Basically, there is another consequence to this scenario, an aspect most people don’t take into account; there are no rules for me, but everyone else isn’t conditioned either. If they are also completely free, then a conflict is bound to happen between my freedom and their freedom.

This is why it is essential the rules, guidelines, and information within this document are to be followed at all times. Whilst these rules may seem like a lot to take in at first, they really are easy to get used to. We do not intend to set these rules out to harm your experience of working at a Foundation, but it’s due to the fact we want everyone in our community to get along in harmony. Those who choose to ignore these rules will be subject to punishment as a result. Stating that you just “did not know” is not a valid excuse. It is highly recommended you check this document on a regular basis, as it is subject to be updated, with or without notice.

Section II - Security Clearances

In order to promote more organization within this Foundation, each employee is assigned a security clearance that determines what information they can access, what on-site mechanisms they can control, and what privileges are granted.

Level 0 (For Official Use Only) - granted to entry-level personnel. Significantly restricted.

Level 1 (Confidential) - granted to fairly new employees. Level 1 personnel are permitted to join most applicable departments.

Level 2 (Restricted) - granted to more experienced employees, usually those well-integrated into any departments they have chosen to join.

Level 3 (Secret) - granted to personnel who are considered second-in-command within one of their divisions. Level 3 personnel are part of the Medium Command.

Level 4 (Top Secret) - granted to department heads. Level 4 personnel are part of the High Command. Site Directors also receive this clearance, although they belong to the Overwatch Command.

Despite being commonly referred to by their numeric designations, they can also be identified by their title. (for example, “Restricted” instead of “Level 2”)

Clearances ranging from Level 0 to Level 2 may be assigned by any Level 4 personnel who pass their respective application processes, while Level 3 clearances may be issued by department heads to their second-in-command. Level 4 and 5 clearances can only be granted by the O5 Council itself to department heads and overseers, respectively.

While the Overwatch Command doesn’t differ from the High Command in clearance (both consist of Level 4 personnel), any member of the first has the authority to temporarily suspend a member of the latter’s security clearance until the O5 Council assesses the situation to make a final decision.

Section III - Personnel Classes

As security clearances, personnel are issued classes in accordance to their positioning in the Foundation, these are used, for instance, to determine whose security must be prioritized from a strategic perspective. The classes are as follows.

Class A - granted to Overwatch Command members alone.

Class B - granted to Foundation Personnel who are part of at least one department.

Class C - granted to those who are in a division, yet hold at least a Level 0 clearance.

Class D - granted to regular test subjects who partake in site operations.

Class E - granted to suspended personnel.

The importance is comprehended alphabetically; Class A personnel are more important than Class E personnel.

It isn’t possible to apply for a certain class, they are automatically assigned by the Foundation’s security system alone, based on criteria. By default, new members start as Class D personnel and gradually climb up until Class A as they join and progress through both divisions and security clearances.

Section IV - Information Security

Within the Foundation, it is essential to keep in mind that information is power, although punishments for breaching information seems excessive. Please remember that properly securing information is absolutely necessary to prevent others from using it against us.

All information is categorized according to security clearance, department, and subdivision. If classified information is accessed by one without the proper permission to do so, you are subject to punishment.

Note that while information may be classified to a certain clearance, those with a lower clearance are subject to access said information on a need-to-know basis, as long as such is approved by one with the authority to do so.

In case of an information breach of any kind, the Records & Information Security Administration has supreme authority in handling it and can only be overruled by the O5 Council.

Please keep in mind this section only applies to information, Content breaches, such as the stolen property of the Manufacturing Department should be reported to the Head of Development, Deputy Head of Development, Technical Site Director, or Development Overseer.

Section V - Chain of Command

So as to promote order within the Foundation, a basic reporting hierarchy must be followed by all employees.

Levels 0, 1, and 2 personnel

Medium Command

High Command

Overwatch Command

Overseer Command


Expanding the above scene, six basic statements that can be outlined;

Level 0 personnel directly report to one or more Level 3 personnel;

Level 1 personnel directly report to one or more Level 3 personnel;

Level 2 personnel directly report to one or more Level 3 personnel;

Level 3 personnel directly report to one or more Level 4 personnel;

Level 4 personnel directly report to the Site Directors;

Site Directors report to the O5 Council.

The above principles standardize the relation between employee and colleague, ensuring there is a proper distribution of powers and affairs. The Chain of Command’s purpose is to clarify who is superior, and who is in charge of who. This means Level 2 personnel should message a Level 3 personnel about any concern they have. The only exceptions for this are, where Level 4 personnel handle issues related to applications: therefore Level 0 personnel should go directly to them.

Within divisions, this ruling still applies, all lower ranks report to the rank corresponding to Level 3, which in turn reports to the rank corresponding to Level 4. For example, Assistant Researchers report to Senior Researchers, who report to Chief Researchers.

Please do note, however this does not mean only direct superiors have power over others, For example. Level 4 personnel may command Level 0 personnel, they are simply not their immediate superior. Breaking the Chain of Command is to be considered a serious offense, and should be dealt with appropriately by the suitable bodies with the proper power to do so.

Section VI - Overwatch Command Structuring

At any point in time, there are two distinct Site Directors in office. They have some functions in common but otherwise focus on different aspects within the Foundation.


Technical Site Director - Responsible for the Foundation’s facility, working closely with the Deputy Head and the Head of Development to lead the Manufacturing Department effectively to ensure the site is properly sustained. They are appointed by the Overseer Council with confirmation from the Overseer Foreman upon nomination by The Administrator. The terms are indefinite, those appointed remain at their position until they are either dismissed, transferred, or resign from their position (usually, no possibility of promotion).


Elected Site Director - Manages and controls the High Command. Responsible for ensuring the Foundation operations run smoothly, handling appeals to certain decisions and overall representing the community within the Overwatch Command. They are elected by personnel of all clearances and classes. It should be noted that members cannot vote directly for specific personnel, candidates publish a speech anonymously, and the community votes on the speech they prefer over the course of approximately two days. Terms range from one to a few months; every month and whenever the incumbent member so requests, the Overseer Council votes on whether to formally invite the Elected Site Director to the Council, keep them at their position, or dismiss them from the Overwatch Command.


Section VII - Bimontly Meetings

The Overwatch Command holds meetings every two months as to address recent and upcoming changes to the Foundation, as well as listen to feedback and pursue any issues employees may have. Any Class B or A personnel may attend these meetings and participate in them.

Section VII - Departments

Despite High Command members only being permitted in the department they lead, this isn’t the case for most employees of the Foundation. Personnel are admitted, at max, in two departments at one time: one major and one minor OR two minors. Below are basic descriptions of each department. Note that while most departments are regarded as being Major or Minor, some may be referenced as “N/A” meaning they do not count towards the department limit. Major departments are not more important than minor ones.


-MAJOR DEPARTMENTS-


SCIENTIFIC DEPARTMENT

(MAJOR)

Efficient scientific work is the cornerstone of the Foundation’s existence and operation. The Scientific Department is responsible for studying all contained and new SCP objects, developing countermeasures for containment breach events and expanding the Foundation’s knowledgebase. Scientific Department employees are recruited from among the best and most promising scientists in various fields of study.

SECURITY DEPARTMENT

(MAJOR)

This department is responsible for providing security and protection for the Foundation facility and it’s objects, regardless of their priority. Security Department employees are trained to counteract containment breach events, intrusions, sabotage, natural disasters, and other emergencies. Newcomers to this service usually undergo general training before being assigned to an object. Within the department, the Specialized Response Unit handles more concrete situations.

MOBILE TASK FORCE

(MAJOR)

The Foundation’s line of work requires a large number of highly specialized professionals. This is usually related to anomalies that require much effort and an unorthodox approach for containment. To address this, Mobile Task Forces are formed. Task Forces are teams of varying sizes that specialize in specific roles or respond to specific situations. Every group has a name consisting of a Greek letter and a number; the currently active Task Forces are Alpha-1 (protection), Beta-7 (containment), and Sigma-9 (combat).


-MINOR DEPARTMENTS-


MEDICAL DEPARTMENT

(MINOR)

The Foundation’s Medical Department is responsible for keeping employees and other personnel in good health. Due to the nature of Foundation work, medics often encounter difficult to treat and highly unusual instances of wounds, trauma, infections, and disorders. Due to this, the Medical Department adheres to exceptionally high personnel standards.

ETHICS COMMITTEE

(MINOR)

The Ethics Committee is a small independent department responsible for enforcing all regulations, reviewing personnel conduct and checking conducted experiments for excessive waste or inappropriate use of Class D personnel and other resources. The Committee’s existence is thought to be a poor joke by some, but it plays a significant role in the Foundation’s operation and is quite influential. Members are handpicked.

DEPARTMENT OF EXTERNAL AFFAIRS

(MINOR)

The Department of External Affairs is responsible for many of the outside operations that fall under our Foundation’s title. The goal of the department is to maintain good relationships and reputations with other SCP Foundation groups and Groups of Interest. Members are handpicked.

ADMINISTRATIVE DEPARTMENT

(MINOR)

The Administrative Department is headed by the O5 Command. It directs the Foundation’s actions on all levels and manages all communication nodes and command centers. The jurisdiction of this department also includes the whole Foundation’s financial operations, like the disposition of funds, accountancy, budget, planning, etc. Administrative Department personnel are usually part of one or more of its sub-departments: Community Engagement Team, Office of The Administrator, or Manufacturing Department. Some teams may be exempt from the division limit.


-ADMINISTRATIVE SUB-DEPARTMENTS-


MANUFACTURING DEPARTMENT

(N/A)

The Manufacturing Department is responsible for fulfilling any material requests that can arise during capture, containment, or any other Foundation process. The Manufacturing Department has several sites and zones wholly devoted to constructing a wide profile of custom-made or mass-produced items.

OFFICE OF THE ADMINISTRATOR

(N/A)

The Office of The Administrator contains all the necessary staff to the required support of The Administrator’s day-to-day duties. All requests, meetings, and statements regarding The Administrator are to be sent through the Executive Assistant. Any other information regarding the office is classified.

Section IX - Site Protocols

All Foundation personnel holding a security clearance of at least Level 0 are to be aware of all global protocols and respond to them accordingly as soon as they are declared by one with the authority to do so. These are below.

[1] “FADE OUT” (Code Blue)

There isn’t any unorthodox activity going on, nor is there a risk of it, All Foundation personnel and departments are to resume their day-to-day duties. Operational security and proper employee conduct is in place.

[2] “WHITE DROP” (Code Green)

There is a possibility of a containment breach, MTFs are to verify the containment status of all anomalies. Normal activities may resume, although the personnel must stay alert should a containment breach be confirmed and report any suspicious anomalous activity found.

[3] “DOG TRACK” (Code Yellow)

A containment breach is imminent. MTFs are to focus on avoiding such from occurring while other personnel must take the necessary precautions in case it takes place.

[4] “RED FOX” (Code Red)

A containment breach has occurred, therefore Security personnel are to escort all non-combative personnel to a breach shelter. While D/E Classes are to remain within the Test Subject Containment Area, those who weren’t within it may accompany their testers and escorts to a breach shelter - although noncompliance will result in termination. MTFs are to deal with the breached SCPs as soon as possible, terminating those who obstruct the containment/neutralization process and holds a clearance below Level 4.

[5] “DEFENSE” (Code Grey)

The facility is undergoing an attack by several rogue personnel, test subjects, or insurgents. All combative personnel are to neutralize the threats and protect the site’s security, while non-combative personnel must report to their designated spawn area to avoid interaction with hostile forces.

[6] “KNIFE CUT” (Code Purple)

A hostile party has begun an unauthorized raid on the facility. Combative personnel are to respond appropriately while non-combative personnel are advised to evacuate to an appropriate shelter. The Department of External Affairs is to moderate the raid according to the guidelines in effect at the time.

DEFCON’S AND FPCON’S

DEFCON:

DEFCON 5: The site is at a normal defense readiness level. Operations as normal.

DEFCON 4: The site is at a slightly elevated defense readiness. Tests are only to be conducted if authorized by a Level-4 or higher.

DEFCON 3: The site has reached a critical defense readiness level. Tests are to be halted and security personnel must retrieve their combat gear. GoI visitors are not permitted.

DEFCON 2: The site has reached an emergency defense readiness level. Tests are to be halted and security personnel are to be ready on a moment’s notice. Class-A personnel are to be evacuated.

DEFCON 1: The site has reached a maximum emergency defense readiness level. Class-D are to be terminated and a full-site lockdown is to take effect. Mobile Task Force Nu-7 is to be deployed, and all security are to guard all plausible entrances to the site. All non-combative personnel are to report to the breach shelter immediately. All visitors are to be shot on sight. No one is allowed in or out of the facility at this time.

FPCON:

FPCON Normal: Operations as normal.

FPCON Alpha: Visitors are to be given regular security checks.

FPCON Bravo: Visitors are only permitted to enter with a valid purpose. Security breaks are limited to 10 minutes. Personnel are subject to be detained in order to present ID.

FPCON Charlie: Visitors are only permitted to enter on appointment only. Security breaks are limited to 5 minutes. Sector-1 is off-limits for non-combative personnel with Level-2 clearance or under.

FPCON Delta: Visitors are not permitted at this time. Visitors who attempt to enter are to be shot on sight. Security forces are not permitted breaks, and the amount of security stationed at entrances are raised.

Section X - Facility
The Foundation’s center of operations is Area 14, a dedicated containment facility located in the Ruby Mountains of the state of Nevada, within the United States of America. Area 14 is primarily used for securing and studying dangerous and/or hostile anomalous entities, therefore being staffed with a regiment-strength combative branch with heavy weapons, armored vehicles, and air support.

The Foundation has a Conference Hall for special sessions, a Conference Center for larger-scale meetings and an Application Center where some clearances and departments are applicable. Glitching, using aimbot, evading gunfights and solitary confinement will lead to a 3-day ban, possibly permanent if repeated or severe enough. Exploiting gets you a permanent ban. And being a rogue employee/repeatedly breaking Roblox’s TOS will earn you a 1-day ban.

Section XI - Observation Privileges

This section applies to Foundation personnel who wish to observe scientific/medical research tests, Ethics Committee Class D questionings or medical check-ups. The following regulations are in place unless an exception is granted by a Class A person:

Class E/D personnel do not have any inherent observation privileges;

Class C personnel-

May, if they hold a Level 0 clearance level or above, spectate Class D questionings.

May, if they hold a Level 1 clearance level or above, spectate check-ups hosted by the Medical Department (limit: 3 persons);

May, if they hold a Level 2 clearance level or above, spectate research tests hosted by the Scientific or Medical Departments within the Light Containment Zone, unless said tests include specific anomalies deemed to dangerous by the MTFs or Security Department to be subject to observations (limit: 2 persons). In this case, personnel must stay at all times over three studs from the containment door, and any viewing windows, besides being expressly prohibited from entering the containment chamber. If the latter happens, the test security escort must terminate the violating person and report them to the Ethics Committee immediately.

Class B personnel are to be treated as Class C when it comes to this specific context, though it should be noted that Class C personnel have priority over them in observing tests/questionings/check-ups if a limit is being enforced by either these regulations or the host.

One on-duty Ethics Committee member may always spectate any activity within their clearance, the same goes for members of the Manufacturing Department. Those holding a Level 4 clearance, however, are not bound by these regulations.

Those who wish to observe an activity must request permission from its host beforehand.

Section XII - Conclusion
