Can I change the height of Scrolling Bar of the Scrolling Frame? I only know there is ScrollBar Thickness, but is there a way to change the Scroll Bar height? Because I want to make the Scroll Bar shorter.

Well I make it Automatic Canvas Size, can I make the Scroll Bar Size Stable? Not changing?

No, it automatically scales according to the size of the ScrollingFrame’s canvas.
