Scroll wheel not working in specific place

When using scroll wheel for camera movement in my current project it doesn’t do anything but if I use it in any other place it works perfectly fine.

Studio setting are included in the videos

I did alot of changes to my current project and didn’t noticed when this really started to happen so I got no clue what’s the main issue causing this problem and yes if you are wondering I did restarted studio, pc and myself but none helped :[

Are your Studio settings somehow changed in that place?
Go to File > Studio Settings and look for your scrollwheel settings and compare them. They shouldn’t have changed, but you should check.

Did you put any free models with scripts in that place that might have affected your scroll wheel input?

yes they are exact same, I even pressed this button several times but nothing changed.

you probably have a gui covering the screen check StarterGui

I don’t think that’s the case because I did tried to disable and delete everything in the StarterGui but got no change. I even copied the current StarterGui and pasted in that empty baseplate but the scroll wheel got no change there.
