Scrolling while a UI is open in the background even with ShowDevelopmentGui=false is blocked

I can no longer scroll while someone has a UI open in the background even though I have disabled ShowDevelopmentGui. I normally would expect to be able to navigate the place using the scroll wheel instead of holding down W.

Disabling New Studio Camera Controls fixed it.
