does anyone know how to can make a see through effect like this one ?
Add a part and make it slightly transparent in its properties and then add a Highlight and make the fill Transparency 1 and the Outline Transparency 0.
Highlight doesnt work on transparent parts
It does on Semi Transparent parts
i already tested it doesnt work actually
Most likely this is a mesh with a fully transparent surfaceappearance texture. With a highlight parented to it.
It could also be a SurfaceGui on an invisible part, with a semi- transparent frame, a UiCorner and a UiStroke, and an increased light influence and brightness.
As well as the most simple and obvious way, 2 different meshes, one for the center and one for the outline.
It’s simple really!
All you need to do is insert a part of your choice, set it’s material to Glass
and add a highlight.

This is nothing more than a simple trick with 2 parts of glass materials. The engine cannot render 2 semi-transparent glass parts, one behind the other. So, its priority is to renders the first one in front of the camera, making all others behind it invisible.
The small black ball is plastic material with 0 transparency.
The bigger white ball covering it is glass material with 0.02 transparency.
The block part to see through is glass material with 0.9 transparency.
Yea glass is weird it can do a ton of things so just experience with it and just put decorations under it !
Tip: you cannot really see when neon parts are transparent
