Selection Tool is Active In Play Solo With CharacterAutoLoads Set To True

Repro steps:

1. Set CharacterAutoLoads to false
2. Hit “Play Solo”
3. Select tool is active

This may be a feature for “Run”, or “Start Server”, but it is annoying for Play Solo when you have a system for custom characters or controls.
