Server Heartbeat issues

I currently have a game with about 20 people on it, and the scripts are barely running, but the hearbeat it really low and movement is clunky and not smooth. Any ideas? I should probably mention I have a beast of a PC (RTX 3060 ti) and I have no problems on other games and other people have reported clunky movement.

Is streaming enabled affecting it?

It could be you have your server handling to much, are you doing delta timing to keep it smooth at any frame rate?
