Server Not Replicating to Client NetworkOwner

Vehicle moves via CFrame and is anchored. Towbar is unanchored and connected to the vehicle via a BallSocketConstraint.

Towbar networkowner when set to the server results in the following issue:

When the towbar networkowner is set to the client, it does not move on either server or client. Has anyone found a fix to this?
