I’m using the option ‘Fill each server as full as possible’. The max players is set to 100, but most servers get around 30 players and then it creates a new one.

Sometimes I find it incredibly frustrating when Roblox matchmaking doesn’t respect the option I select and players intentionally abuse a certain method relating to player-to-player status in order to force matchmaking to create a new server. That could be what occurred here as well - often in normal circumstances without users abusing that issue, fill as full as possible works as intended.
maybe the servers are for different countries?
but I don’t think you can fix that besides if you make a in game script that reserve a private server and teleport everyone to it
(also use datastore so the script remembers the code)
It’s possible that these are servers in completely different regions close to the player to reduce their latency.
I agree the option should say what it does. However, it might be preferable for you to not turn it on if you have an experience focused on action/multiplayer, since if you were to combine all those players in one server, some players may have a bad experience with high latency and may drop off, resulting in a lower total concurrent user count for your experience.
Hey @Mirrorrs - could you send us a link to your experience, we’ll take a look at what is going on. We strive to fill the server as much as possible but we also try and balance that against good latency.
