Should i lower quality first?

Hi, i’ve been making a game that simulates a program where you can make posts in a white space, the game uses “renders” with a low quality to get an old esthetic

The problem is that i want to make animations for the main character but i don’t know if i should make the spritesheet and then lower the quality or lower the quality and then make the spritesheet

i’m not looking the fastest way to make it, i’m looking the way it would look better or logic

This would normally be an artistic choice but the images you’ve provided are padded from their boundaries. Choosing between distorting individual sprites or the spritesheet doesn’t affect the final outcome if the sprites aren’t able to leak their distorted pixels into the adjacent sprites.
