So I’ve seen some YouTubers that switch to a shoulder camera ingame (screen below), and it looks like, they are just doin it with a specific keybind. Which Is it? 
I think it’s the shift button. You can enable it in some games.

That is shift lock, it’s default for games, go to setting in game and enable it, then press shift to activate

It’s shift lock, there is a way to enable it in games. Go to the place where you leave a game and hit settings. Then shift lock can be off,on or set by developer. To change it go to game settings in the studio.
The solution is the shift lock, it has to be enabled in the settings of your client and on the serverside settings, that means, you can use the shoulder cam, when the developer enabled it.
When this is the case, you have to press shift to toggle it.
I don’t really recommend this, because of the shift key has a mayor priority in some games (e. g. Sprint).
