Show developer console button for users with group edit permissions

People who have access to edit games in a group aren’t able to see the button to open the developer console. I know I can use “/console” to open it anyways, but it is hard to debug when the chat is hidden for whatever reason.

Group members with the permission to create and edit group games were able to turn the developer console on from the core settings menu. However, they removed that with the new developer console. I don’t see why they would remove it, though; there is no point.

It seems more likely to me that they forgot to add it back or something like that.
