Skinned mesh doesnt work when imported

i made a skinned mesh with 1 bone in blender but when importing to roblox weights dont work

moving bone just moves whole mesh
what did i do wrong? blender file:

make sure to have your mesh unanchored

the mesh is already unanchored

i found out that i gotta use an additional bone to make it work
