I want to make an orb that shines just like this, I think this can be accomplished with particle emitters but if so I would probably need a correct decal and settings:
well this would work but how would I make the orb stay in one place, without spreading out.
What do you mean stay in one place?
well particles tend to move, they don’t stay in one specific spot. say you have an orb particle at a small size in a large part, there will be hundreds of little orbs instead of one ( well technically many ) parts in a single place.

What texture and setting did you use?
They probably used a white blurred circle texture, put it into a ParticleEmitter, then set the speed to 0, lifetime to 1.05, rate to 1.
