Correct. People can view the version history for my modules and plugins via GitHub releases. They can still download old versions from their and you can edit every release to replace the attached files in case you want to update an old release for some reason.
Having legacy codebases that are unmaintained still being listed is bad practice as users may think they are still updated and supported by the developers.
They are other ways to preserve code.
