Like make a texture to a part? Or do you want to create a model like this…? Don’t really know what you mean but if you want to apply a texture to something use decals.

Ok i’m sorry… you didn’t say that in the beginning and since this is Roblox forums I’m assuming your using Roblox.

I’m not a blender person but there are tons of Youtube tutorials out there for this.
I think you have to make your models more “Poly” so make sure you use triangular faces most of the time. It’s pretty simple, I would use an image to go off from if you need a reference, and here is another resource.
They take their normal model and make more “low poly” I guess
Your picture looks like its low poly to me, let me know if this helped.
EDIT: (also it doesn’t always have to look cartoonist like the video, you can always make it semi - realistic)
Well, it’d appear to not be smooth shaded. It might be, but the angles are too sharp.
It’s solid color, its just the shape, I assume.
