So whenever i want to scroll a frame on mobile, Instead of scrolling it, I have a strange circle on my finger that looks like the move circle, Can anyone tell me how to fix it?

It isn’t a bug, it’s intended behavior for SurfaceGui interactable Instances and there isn’t a “fix”.
