StreamingEnabled not loading map when first player joins

I cant post in bug reports for some reason

Whenever the first player (in this scenario me) in my game joins, their map doesn’t load at all or very slowly even though the players network conditions are fine.
If a player joins after the first player Streaming works perfectly fine.
I’ve also tried clearing disk space as I’ve heard that helps.
There have also been instances where players with weaker connections don’t get the gameplay paused screen at all and end up falling through the map.

Streaming Settings:
StreamingIntegrityMode = PauseOutsideLoadedArea
StreamingMinRadius = 64
StreamingTargetRadius = 1024
StreamOutBehaviour = Opportunistic
