When the mouse leaves the web view, it seems to indicate a hover inside the web view based on the web view’s position from the top left corner of the screen. I was able to change how the mouse offset by moving the studio window around, changing the size of the left panels, and expanding/contracting the ribbon bar.

Open studio
Move studio window so that the offset from the top left corner of the screen to the web view area, if put at an edge of the web view area, would hover over one of the place icons.
Move the mouse over that edge of the web view area, the web view should indicate a hover over the area at the mouse’s exit position from the web view + the offset of the top left of the web view from the top left of the screen
