When attempting to launch a local test server in Roblox Studio using Test → Start Server (with or without clients), Studio fails to start the session and displays the following error:
We could not open the place [0]. Failed to get provisional rating for universe 0, with error code 500.

The issue prevents local multiplayer testing from launching. It occurs consistently and does not appear to be specific to a particular place, as the error references universe 0 rather than the actual experience.
When I click Server & Clients, Roblox Studio should successfully launch the local multiplayer test session by opening the server and client windows, allowing me to test multiplayer functionality within Studio without displaying any errors.
This seems to have started after a recent Studio update, so it’s likely related to a recent regression rather than your place.
As a temporary workaround, I’d recommend restarting Roblox Studio first, as that has resolved the issue for some developers. If that doesn’t help, completely uninstalling and reinstalling Roblox Studio has fixed it for others until Roblox releases an official fix.
This error seems to be occurring because of a lack of a maturity rating label. I had tested this on a local game and a game without a maturity label, and it wouldn’t allow the multi-client testing mode. When I tested on a game with one, the problem did not occur. The reason why it fails on local games is that it doesn’t contain a universe id therefore, it cannot have a maturity rating. Hopefully, they will fix this issue soon.
I am experiencing the exact same symptoms.
After saving the local place before updating and then reopening the place, I encountered the exact same error as described in the original post.
I’m having this same issue, very annoying as I need to recover an older version of my project for something.
EDIT: I just read this properly, my issue is different. When using Window > Version History and trying to open a local copy of my a previous version, I get this error thrown.
