Terrain placement issue

Hey, so basically I have been having issues positioning terrain, of any type
Basically it only places on the sea level or below of what I have in front

Its like the terrain ignores what parts or things I have in front and only places things underneath it

Sometimes also this situation can happen:

I have this problem since a while and I would really appreciate any help!

What you can try doing is creating a base level with a part. Take a part and convert it into a terrain region using a part to terrain plug-in. Once you have that it sort of gives you a new height to work with and it should let you place terrain at that level.

You’ve already answered your question, the Terrain tool ignores Parts.
Try @ComplicatedParadigm’s solution, or place a small area of Terrain where your tool aligns to, then Resize it to where it needs to be.
There is also the Fill tool in the Terrain tools as well.

The problem comes from the fact it wasn’t like this months ago, not sure why Roblox updated it this way

I found that using part to terrain plugin its the only way around it efficiently and fast.

Thank you for answering!
