is it possible to test a feature for voice chat only users (such as a voice chat only teleporter)

The documentation may help you. Be cautious though, because the method seems to only work in the client-side by now, which can be problematic.

do you have any idea where i can put this script and a local script or server script?
It can only be written in a local script for now, so go ahead and put it somewhere like your StarterPlayerScripts or whatever you see more correct. To my knowledge, local scripts can now execute anywhere.
