The create badge page shouldn't be accessible on a game where I'm not allowed to create badges

On a group game where I don’t have permission to make badges, I’m able to access the badge creation page normally and fill out the information. There’s no indication I can’t create a badge until I actually try to submit it.

Expected behavior

I should be unable to see this page if I’m not supposed to have access to it.

This also happens to the version history page.

Let use know if they are not duplicates as they appear to be.
