when i click a tool in Toolbox, and the box that asks me if i want to move the tool to StarterPack or let it be in workspace, if i click any of the buttons “yes” or “no” it just keeps it in workspace.
It doesn’t move the tool.
I believe you mean StarterPack, I can confirm this bug.

This bug has been around for a while, never really decided to submit a bug report.
A fix for this is in the works and should be out relatively soon.
