Trying to learn to create Custom Materials, but new to art side of games as a whole

Hey everyone! I normally stick my hands solely into programming, but decided I was finally ready to spice things up in my studio, and go from a boring empty gray space to having an actual fun colorful environment in my game!

I was playing a game called “Find the Tarts” on Roblox with my girlfriend and noticed a lot of the art from the game comes from its materials, some of which are pretty simple, but others i noticed are hand drawn and kind of cartoony, I wanna learn how to do that! It looks amazing!

I’ve tried using the material generator in RS, and looking at free assets online and it lead me to just wanting to make them myself. Ive tried to figure out how but i cant find a tutorial that works well for my smol and barely entry level art brain.

If anyone could refer me to what tools i could use within Photoshop or any required software to achieve this look, or just a good tutorial on this kind of style, video or word format, id be SUPER happy <3
