To upload UGC Limiteds, do you pay a flat fee or do you pay per copy?

You have to pay a 750 robux upload fee and an extra 20 robux fee per copy

Then what is the 4000 for? the upfront payment that is due before publishing is 4,000 Robux or 20 Robux per item.

I have one more question. How are all these game making free limited items? Are there really that many people in the UGC program or have they started releasing UGC to all users?

I believe most of them pay a UGC creator to upload it for them
