How was this UGC creator able to convert a PBR Material to a Texture?
How did they get reflections on their Texture?

My guess is that it’s just a prebaked lighting effect. A hack many games (used to) do for efficient lighting.

It’s pre-baked using the blender baking engine. There is no such thing as PBR on UGC as of now. Sorry to burst your bubble.
