Unable to appeal certain EU digital services act reports

Ever since the report system got changed from dsa-submission@roblox.com to no-reply@roblox.com. You seemingly can no longer can appeal certain moderator decisions. Moderators make mistakes since we are all humans but we are unable to appeal those mistakes unless submitting a completely new report. For example, on the “No Violation” email you have a appeal option:

Here you can’t appeal the moderators decision after they say it isn’t revelant to ICR (Illegal Content Report)

In this case the moderation team falsely marked the report as “Already removed” while it isn’t true.

Previously you were able to reply to the support tickets and ask them:

However, as the email got changed to no-reply@roblox.com you can no longer respond to moderators directly.

Expected behavior

I expect to have the Case ID and link when the report gets declined. I believe Roblox is required to have a appeal option for every DSA Report decision

There’s no need to make any changes here. First of all, it seems like there’s a misunderstanding about what “appealing” means in this context.

Appealing an EU Illegal Content Report decision means that you disagree with the outcome of a report (submitted either by you or someone else) regarding content believed to violate EU laws—such as content that is illegal under the Digital Services Act (DSA)—and you’re requesting the platform (e.g., a website, social media platform, or marketplace) to reconsider or reverse its decision.

If they conclude that any content doesn’t violate local laws, they will provide you with an option to appeal. Appeals are specifically designed to address that purpose.

For all the situations you provided and the screenshots showing that there’s no appeal option, there’s no need for an appeal. Moderators haven’t made any decisions regarding the reported content. They are simply emphasizing that, due to certain conditions, the report cannot be investigated—whether the content is no longer available on the platform or is out of scope.

If an item is “no longer available on their services”—in other words, if it has been removed—they’re simply informing you of that, and appealing in this case doesn’t make sense, as the content in question is already gone.

I’ve seen that they clearly state the EU Illegal Content Report form should not be used for reports that are out of scope. So if your request is about a case where the report was deemed out of scope, it doesn’t necessarily mean the content isn’t illegal—it just means this specific form wasn’t the appropriate channel for it.

Regarding to what you’ve requested “case id” there is case id which is basically your report and roblox can use it to trace your request.

So heres the thing. The reason this bug report has been made as it was previously possible and no longer is. Sometimes the Moderation Team decides to decline the report because it’s not illegal while it is (And reviewing reports within 10 seconds but we will ignore that) which sometimes takes multiplie reports to infact take the content down and i believe you should be able to appeal those decisions like you were able previously. I would say that there should be a appeal option because the moderator decided to decline the report as “not revelant” while it is

I made it as a reference that the moderator decides that the content is “no longer available” while it is infact. I guess appealing doesn’t really make sense here and it is more of a moderator error saying the content isn’t available. For that i referenced 2 images where you were previously appeal to mods saying that the content is infact still available:

Currently Moderators seem to many times choose the wrong option when answering but that’s a whole different situation and more of a user error. Either way we need to wait for a staff member to respond (which will probably take ages)

But I still get that for appeal tho?

As far as i know not for the 2 scenarios i mentioned but for normal “No Violation” emails it should show as normal

The Moderation Team does indeed make mistakes and you should be able to challenge those mistakes like you normally do with DSA Reports

I have seen reports getting “no longer available”, but the asset WAS still available.

This would fall under a completely different bug report. Because if we go by the original poster’s logic, we’re somehow supposed to be able to appeal content that’s already flagged as “no longer available” — and they expect that option to exist? That makes absolutely no sense if the content can’t even be accessed or reviewed anymore.

If the content is still available, then the proper step is to refill the form or file a separate bug report specifically addressing moderators blatantly mishandling the review process or reaching inaccurate conclusions.

Right now, though, there isn’t even a specific example, reported case, or piece of content tied to this. It’s just a vague complaint about wanting an appeal option for content that, by definition, no longer exists. There’s nowhere productive for this to go.
