There’s no other place to find out/report how or what’s going on. I have met quite lot of times when I’m on a new baseplate, or game that when I want to insert a Texture from a file, I click it the Texture Button but It only allows me to insert url/s.
Here’s a screenshot of what only appears. 
I mostly didn’t need to post the image in the Roblox Website, although that’s the only thing I can do right now as I see.
