This post was resolved in 2019 but never closed / marked with a solution. Going to mark it (see above) and close this so the people above are incentivized to file separate, detailed reports.
HTTP 409 is a very generic error code that can have multiple causes and it’s unlikely the issue that was resolved in 2019 is the same cause you are seeing today.
