Unable to 'Paste Into' a decal

Repro steps:

  1. Copy a Decal object.
  2. Select a Part.
  3. Press Ctrl+Shift+V, or right-click and choose ‘Paste Into’ from the menu

Instead of being applied to the selected Part, the decal will instead be placed in the workspace.
