Unable to Publish Place - Failed to Upload Union

I cannot publish my place in any way, I have been waiting days. When I Save or Publish, I get an error that says: Place Save Error - Error while publishing: Failed to upload union. Exceeded limit. Try again in a few minutes.: Failed to upload union. Exceeded limit. Try again in a few minutes.

Expected behavior

I expect to be able to publish my place.
