Unexpected Behaviour from Wheels in NPC Vehicle

As I write this post, second hour of my attempts to fix that vehicle passed.
Second Axis of my Puma Armored Vehicle behaves in absolutely unpredictable manner, shown in a video below:

What I tried:
Checking if all properties are same.
Moving wheel into position of other wheels.
Deleting wheels and replacing it with other two, done from scratch.
Renaming wheels.
Target Angle on Broken Axis is same, as on first one (working)
Other stuff.

Please help, becouse I have no idea what is happening.
