UNITED NATIONS SPACE COMMAND PROTOCOLS, ACTS, AND BILLS ISSUED FOR 2009 - 2020

BASIC REGULATIONS [2012-2020]

The UNSC is based upon the UNSC depicted in the game series Halo, all assets, protocols and command structures. should derive from it, and possibly adopted in the case it doesn’t work in conjunction with the ROBLOX engine/website.

Categories include:
Civilian - A non-member of the military for the UEG
Personnel - Any person(s) under the command of the UNSC, which is maintained by the UEG
Hostile/Enemy Combatant - This includes Insurrectionists, Rebels and Hostile forces

Command structure in descending order:

UNSC - United Nations Space Command is maintained by the UNSC Security Committee, this is the highest collection of members in the UNSC comprised of HIGHCOM personnel and representatives. In terms of command, the UNSC security committee is responsible for how the UNSC operates, major changes and operations are first brought to the committee (HIGHCOM) who will decide courses of action, however this excludes UNSC operations where the appropriate officer is responsible for the course of action taken, providing there are no outstanding orders from HIGHCOM that the command decision will conflict with. HIGHCOM is responsible for all Administrative and Uniformed Services.

  • Required position for security council is HIGHCOM, compromised from Unified Ground Command (This includes all planetside based divisions) and UNSC Naval Command (This includes UNSC Navy)

UNSC Navy

Operations are undertaken in space, or assisted operations to support planetside operations. Members of the UNSC Navy are not affiliated with Ground Command, unless joint operations call for a command structure specific for the operation, an example; Marine forces housed on UNSC ships are expected to work in conjunction with UNSC Naval personnel.

Naval Command - Responsibility for the running of UNSC Navy is tied to Naval Command, orders are taken directly from HIGHCOM.

Office of Naval Intelligence - Does not answer directly to Naval Command, Military Intelligence sidesteps directly to HIGHCOM. Orders from ONI do not supercede those of Naval Command unless authorised through HIGHCOM.

Naval Special Warfare Command - NAVSPECWARCOM is responsible for operations requiring multiple divisions assets, and is under Naval Command, which also includes the Office of Naval Intelligence.

Unified Ground Command (Marine Corps)

Includes the UNSC Marine Corps, UNSC Army and UNSC Air Force in said order.

Marine Corps - Responsible for land-based military operations, and deploy from Navy Ships/Stations opposed to Army who are located on pre-established military bases. Marine Corps work in conjunction with the UNSC Navy but does not report to Naval Command - Orders are received from regional CENTCOM and HIGHCOM, similarly, Marine Corps does not command UNSC Naval operations. Responsibilities also range to Medical Corps.

Orbital Drop Shock Troopers - Special operations of the UNSC Marine Corps under the exclusive command of NAVSPECWAR who source these assets from the UNSC Marine Corps to deliver within any specified operations.

UNSC Marine Corps - Military Police - Marine Corps are responsible for the running of their own Military Police personnel. These are responsible for the law enforcement within the Marine Corps and UNSC Navy (As Naval Command does not run it’s own MP services) MP answer directly to commanding officers of UNSC Marine Corps, and does not concern itself with commanding other military personnel. Duties include security of military property, security detail for officers or other personnel required for protection and management of prisoners of war.

Unified Ground Command (UNSC Army)

UNSC Army - Responsible for land-based operations on planets, Army personnel are stationed at military bases or locations as opposed to UNSC Marine Corps, who are deployed at the courtesy of the UNSC Navy. Deployments of UNSC Army personnel comes from ground bases, outposts or other military property and are concerned with patrols and combat of any insurrectionist forces that may pose a threat to civilians or the UNSC.

UNSC Army - Military Police - Army is responsible for the operation of their own Military Police, similarly to the Marine Corps, however Army Military Police aren’t usually utilized for operation on starships, or high priority escorts. Units should be typically stationed at bases as a regular cycle.

Unified Ground Command (Air Force)

UNSC Air Force - Concerned with the transportation of troops and air defence, deployments can range from Stations, Ships and ground side locations. Additionally, the Air Force is required to work in conjunction with all UNSC Navy, Marine Corps, and Army.

UNSC Protocol - Standard for all members

  • Members aren’t considered off duty at UNSC activity areas, and so must wear appropriate uniforms as listed in the UNSC dress code.

  • Firing upon any member of the UNSC, or civilian populace without warrant or just cause will be subject to a court-martial or on-scene execution if a situation requires immediate action. Punishments include exile, demotion or other means of dealing with the case by the commanding officer on the scene.

  • Failing to comply with orders, this includes neglecting and/or deviating from orders will also result in said punishments.

  • If anyone is to leave the UNSC, under the circumstance they are not honourably discharged from service, no re-enlistment process will be considered. Rank and position will not be restored.

  • Weapons and/or UNSC property are not to be shared with anyone not recognised as a member of the UNSC active service, this includes off-duty and non-uniformed personnel.

  • Officers at the level of promoting ability may only promote personnel under the jurisdiction of their command. This means (for example) A General from the Marine Corps unless part of HIGHCOM will not be able to give promotions to a Lieutenant in the Navy. Additional rules include not being able to bypass ranks.

  • Commanding officers are always to be addressed as “Sir” not the rank or title attached to them, this applies to both male and female officers.

  • In the case of an attack, personnel should be stationed at the designated points on the Base, Station or Ship and ready to follow orders from the commanding officer on site.

  • Personnel are not to interfere with the operations of other divisions or squads unless instructed to by HIGHCOM or an authority larger than the orders the personnel are following.

  • Do not operate Hardware/Software unless authorised to do so by the commanding officer or your position warrants it, for example, Air Force can pilot Falcons to support personnel.

  • Do not destroy military or civilian hardware unless it poses a threat to security, steps to retrieve hardware should also be taken if possible in the situation.

  • Information pertaining to any UNSC related activities are not to be shared with hostiles, punished servicemen or civilians, unless HIGHCOM supports enough reason to do so; matters like this would include civilian aid in UNSC operations or temporary aid from punished
    servicemen in the case they are needed.

UNSC Navy (Specific) Protocol

  • Navy specified dress or battle dress uniforms are to be worn at all times during active duty, exceptions only include undercover operations. See dress codes section for more information.

  • Ships are to be assigned to captains or higher, the only exception of command over a ship is if the captain is unavailable, in which case the next officer should take charge and carry out the orders you have received.

  • Taking ships away from star systems is considered hazardous to security, do not deviate from courses set to you by NAVCOM.

  • Do not engage enemy locations directly with ships or vehicles, this is considered a risk to security, keep a defence of UNSC planets/systems/ground locations.

  • Do not shoot at civilian areas from orbit until ground confirmation has cleared the area to be engaged.

  • Do not fire at random targets, wait until the authoritative presence on the ship or on communications has authorised you to fire.

  • Navigations/Helm shouldn’t act upon their own will to manoeuvre the ship (However an exception when in combat and no other orders are given) the commanding officer will give instructions on where to position the ship or vectors for a course layout.

  • The entrance of the atmosphere is highly unacceptable, UNSC ships should stay in orbit at all times. Exceptions to this rule include system failures when an emergency landing is required, or to prevent enemy forces from boarding/commandeering the vessel.

  • Incoming craft (i.e Pelicans or Broadswords) should be identified as friendly before allowing docking, neglection of this protocol could result in the hostile or unauthorised entry of the ship

  • If it is unpreventable that the ship is either going to be stolen by hostiles or in the process of boarding the hostiles have sufficient chance to capture the vessel or station, all data should be purged including AI and a self-destruct sequence initiated. It is the commanding officer’s responsibility if any crew should evacuate the ship via craft or escape pods

  • Navy is responsible for the running of a ship or space-related structures, other divisions stationed on such locations should not operate or use equipment unless necessary for the task at hand.

UNSC Marine Corps (Specific) Protocol

  • Marine Corps specified dress or battle dress uniforms are to be worn at all times during active duty, exceptions only include undercover operations. See dress codes section for more information.

  • Helmets are mandatory in field operations in which gunfire is probable.

  • Address commanding officers as “Sir” unless stated otherwise for personal preference.

  • The commanding officers should always construct fireteams and maintain order between personnel

  • Marine personnel should not operate or function any aircraft, ships, or stations unless given orders through the appropriate channels

  • Marines should carry standard weaponry such as MA5C unless provided with alternatives that may benefit the operation

  • Protection of civilian areas should be established if security is threatened, the commanding officer will prepare perimeters and other countermeasures to ensure the safety of the populace.

  • Military locations maintained by the UNSC Marine Corps shouldn’t be left unguarded, units should be stationed at all times to prevent a hostile takeover of the location and it’s hardware.

  • The population of civilian areas should be avoided at all times for various reasons, exceptions of this rule include any security threat to the area. Once cleared, units should clear the area and establish protection while avoiding contact with civilians. Example of disobeying this protocol include squads walking around in the streets with weapons out with no threat known.

  • Marine Corps maintains the ODST, these members aren’t granted superior command over marine personnel unless orders state otherwise, rank is the factor personnel should take into account when recognising a commanding officer.

  • Do not leave military hardware or targets unattended outside of controlled areas, neglect of such protocols could result in theft of the hardware by unauthorised personnel.

  • Personnel firing upon friendly units without cause (Acceptable circumstances include disobeying of orders, security risks, necessary to complete operation if the severity is high) are to be taken down immediately and placed on KOS regardless of rank or division.

  • Transport for marines is secured by Air Force and Navy, Marine personnel should request support from said divisions and act accordingly to UNSC Navy and Air Force safety protocols.

UNSC Army (Specific) Protocol

  • Army personnel specified dress or battle dress uniforms are to be worn at all times during active duty, exceptions only include undercover operations. See dress codes section for more information.

  • Army units are ground specific, only in rare circumstances should Army be utilized in space operations or transport via ships.

  • Army units maintain and operate bases on colonies, protection of these locations is the primary job for the stationed personnel

  • Security threats ground-based should be immediately seen to by Army units closest stationed outpost or patrol squads

  • If the situation requires assistance, request for Marine/Naval/Air Force support which will be quickly reviewed, Officers will organise support for troops

  • After military engagements, Naval and Marine personnel should leave the area. Army units should then secure the area and maintain it in such a state to prevent any other engagements.

  • Army should always construct squads and patrols for colonies to ensure security

  • Army presence is not acceptable in the civilian populace as a standard, only occupy civilian areas if there is a security threat or martial law is in effect on the area.

ANTI PROPAGANDA PROTOCOL [2012-2020]

UNSC ANTI-PROPAGANDA PROTOCOL OF 2012

This bill gives the United Nations Space Command’s High Command "HIGHCOM" and Central Command "CENTCOM" the power to punish any player that falsely advertises, spreads rumours or threatens military personnel or civilians to do as they command.

The delegates of the UNSC High command have signed their names below which confirms this bill to be put into immediate law.

I - By joining a game intended for the UNSC, you agree to forfeit your right to advertise a group, place, decal, model, shirt, pants, hat, or thread, or any other item/asset under any circumstances or else you will be punished immediately with a kick, kill on sight, banishment, exilement, community service, permanent banishment, or permanent exilement.

II - If the persons declines the follow the circumstances then the persons shall be immediately banned from the map, if they continue to rejoin the map, and push their limits will be shorten downed to a permanent banned and will not be appealed unless a new Forward operating base, Colony, is created, and signed to be official.

III. In the event of a transfer of ownership or shutdown of the United Nations Space Command, all persons will and are still obligated to complying with these rules regardless of the circumstances (game or not), failure to comply will result in punishment such as banishment from servers and assets. Under no circumstances are these laws to be tampered with, thus meaning these rules will be and are permanent for the United Nations Space Command.
In the event of a civil war, the rules will remain in effect - to all servicemen that were subjects of the other administration.

IV. In the event of recreation or reformation of the United Nations Space Command, these rules will be put into effect as soon as prior subjects these laws are members of the new group. This is to apply for continued order throughout the UNSC (United Nations Space Command) and will be assigned to the group’s description so all members understand these terms.

RE-ENLISTMENT PROTOCOL [2012-2020]

OPENING STATEMENT;
Hello there, if you’re currently reading this thread, there are three reasons why you are here,

  1. "You’re looking at this because I just posted this and you’re wondering what on God’s green earth it is."; 2. "You’re a UN Personnel and you’re reviewing this.";

  2. “You’re considering Rejoining the United Nations Space Command", Now If your reason IS the third one then PLEASE head to "III.";

If you’re the second, Read 1; If you’re the first then read 2.

I. This protocol allows former - UN Members to re-enlist in the United Nations. How can they get back in? Well, In-Order to Re-Enlist, that person must send a "Private Message" or well known as "PM" to the General or Fleet Admiral of that Division along with the Central Command, They will send them to me, and I will tell him/her the news.

II. What is this you’re wondering yes? Well, this is a Protocol for the UN-Space Command or… United Nations Space Command, This protocol basically Bypasses the Mendez Protocol which was written in 2010 by a fellow Fleet Admiral named "VMKCillen", and was Revised / Edited in 2012 by "Keyrut", therefore allowing old or Veteran Soldiers to Re-Enlist in the UNSC when they want.

III. So You’re wanting to Rejoin The United Nations, well then welcome back! You’re now wondering " So… How can I get in a division?" Well, you’ll need to send a private message or popularly known as PM to the General / Fleet Admiral of that Division, including the Central Command of that division, now note: WE CANNOT GUARANTEE YOUR RANK BACK, We’re sorry about that but we cannot, now if majority of them say you can rejoin then go right on and send a request to that division, if they say no, then you will be put into "Punished Service men", and you will need to do community service, and much more fun activities… After a week of it, you will be allowed into a division.

MENDEZ PROTOCOL [2009-2018]

Mendez Protocol:
(Written by VMKCillen; Amended by Keyrut)

1.Once you leave the UNSC. You are gone, and your rank will be replaced by a more superior member.

2.If we are to lose a battle. We are to do the following;

>Conceive defeat, Accept Defeat (Die Trying)

>ALWAYS Have a backup plan.

If there are any admirals or battle plans in the server during the attack, the person(s) are to leave the servers immediately. And only give orders through PM. No soldier is to leave the battlefield, and no soldier is to leave another soldier behind. If the soldier is to leave the battlefield and an admiral(s) find out. They are to report this to HIGHCOM immediately. We will decide his fate in which he is to be excluded from the UNSC. Or if the person(s) is to be kept in his platoon. But with less(er) respect.

>Evacuation Procedures [ REDACTED ]

All UNSC Facility(s) must have an evacuation plan in case of an attack. INCLUDING Planets. If there are no evacuation plans during an attack. The server master(s) must shut down the server. And directly after, make it friends only.

3. In case of rebellion(s)

>ONI Recruits will do many background checks on the person(s). Included in the rebellion. If the person(s) are or were UNSC. They are to report this immediately.
In case the person(s) included in the rebellion are UNSC. The admirals in charge will be given tasks to take down this common threat.

4. Uniforms

>The UNSC has uniform protocols. And this will be the first officially released. ANY UNSC soldier seen without a uniform in the state of a battlefield is to be shot at will. If the uniform cannot be recognized for the simple reasons, (Different Color, Different Style, Different Insignia(s)) Then that soldier is not to be recognized as a UNSC Enlisted, and can/or will be shot in the site of the battlefield.

> A soldier will only be able to replace a uniform if the soldier is using a suitable replacement that has been approved by the soldier(s) fellow officers. The soldier can also wear replacements if the uniform has not been produced and/or constructed at the time.

5. Protocol

>If UNSC protocol is to be ignored and/or neglected, that soldier is to be court-martialed immediately. The UNSC does not want unintelligent soldiers that don’t know what they’re doing in a situation of war.

6. Orders

>If a UNSC Enlisted is to go against their orders, the soldier can/or will be subjected to a court-martial by HIGHCOM. The enlisted soldier has the possibility to be exiled from the UNSC for various reasons.

7. Attacks

>Attacks must be authorized by UNSC officers. It has to be passed through HIGHCOM for the simple reason of the try/fail method. If the UNSC Enlisted does not listen to the protocol and goes on with the attack anyway, neglecting orders. (SEE SECTION 2)

8. Groups

>New UNSC groups must be authorized by HIGHCOM and also by the enlisted’s fellow officers. [Does not apply to Major Generals’]

9. OFFICIAL Messaging [ REDACTED ]

> UNSC Official Messaging Template by UNSC Major General HaloDestroyer will and is applied to all official orders, attacks, meetings. And otherwise official UNSC PMing. (Officers, Generals, Admirals)

10. Promotions

>Promotions must and will be applied through the UNSC HIGHCOM. The soldier will be asked a series of questions before the enlisted is promoted in the UNSC Ranks. [HIGHCOM WILL BE ADVISED WHEN NEEDED]

ANTI AFFILIATION PROTOCOL [2013-2018]

THIS PROTOCOL, UPON WRITING, WILL BE OFFICIAL IMPLEMENTED, THUS NEEDING TO BE FOLLOWED.

This protocol prohibits any UN / UNSC Personnel from being in another UNSC group, if spotted in one, you’ll be immediately removed from the UNSC, and you will be listed inside the database as a rebel.

If you were previously in another UNSC and wanting to rejoin this UNSC, your request will be declined, and you will be treated as a hostile, even on the civilian team.
In addition, if you defect from this UNSC to another, you can expect severe punishment such as a Kill On Sight.

CIVILIAN VIOLATION PROTOCOL [2013-2018]

THIS PROTOCOL, UPON WRITING WILL BE OFFICIAL IMPLEMENTED, THUS NEEDING TO BE FOLLOWED.

This protocol officially gives UN / UNSC Personnel the permission to engage any civilian in a Halo Related group, such as Celenix Federation, or a fraud UNSC Group (not only these two but all in general.), if the civilian is in another UNSC Group the UNSC can decide the punishment upon the civilian, whether it be Imprisonment, or spawn killing, the relations are no longer tolerated.

If the person that’s in another Halo-related group is on the UNSC Team, the UNSC has the ability to KOS that player. If the UNSC Refuses to remove him/herself from the group, then they’ll be Exiled either by the Secretary-General, or Commander in Chief.

If the Civilian is defecting from the Halo-related group, then they can be disregarded from this protocol, when they provide proof, by clicking the leave button on that group, Upon doing that, they can be and should be treated as a normal civilian.

CIVILIAN TREATMENT AND EVACUATION PROTOCOL [2013-2018]

THIS PROTOCOL, UPON WRITING WILL BE OFFICIAL IMPLEMENTED, THUS NEEDING TO BE FOLLOWED.

This protocol goes over the basic regulations of a normal civilian.

UN / UNSC Personnel CANNOT engage a civilian unless in violation of one of the current protocols, if UN / UNSC is to engage a civilian, they must be reported to HIGHCOM IMMEDIATELY, in order to report the user, you must provide proof of these actions.

Upon an official raid, all civilians MUST be evacuated to Tribute System, if all transportation systems failed, they must be evacuated to the ODP, in order to evacuate there, you must enter the REC Center.

If an evacuation is stated by a Commanding Officer in the UNSC, Civilians, and UNSC
Must evacuate to Tribute immediately, No, Not the ODP, but Tribute.

UNSC TRAINING ACADEMY / ENLISTMENT PROTOCOL [2013-2018]

BASIC SUMMARY:

The UNSC Training Academy / Enlistment Protocol of 2013 - 2018 Removes the UNSC Training Academy position in the Main group (152444), and instead replaces the first Rank of each division to instead be the new training academy.

WHAT WILL HAPPEN / RESULTS:

The first Rank in each division will be used as the Training Academy rank, by that I mean, Private, Crewman Recruit, etc.; These will not be changed to the name ‘Training Academy’, but instead still be their proper names. This will make the division itself have to train their men, instead of the HIGHCOM In whole, thus preventing confusion with other division tactics, formations, rules. etc. This also means each division will able to freely be joined, (nothing like ODST’s, or Military Police / Office of Naval Intelligence).

WILL DIVISIONS BE ABLE TO WASH NEW ENLISTMENT:

Divisions cannot remove a New Enlistment until a two week period is over, thus giving the New Enlistment some time to get their actions straight, if the New Enlistment continues to not cooperate/learn, then they will be removed and asked to join a different division, if actions are bad then even removed from the UNSC. Although, if the New Enlistment violates major protocols, they can be removed immediately with approval from the Secretary-General, or Two-thirds of HIGHCOM’s Approval, but a message from the two thirds must send the UNSpaceCommand account a message approving of this.

AGREEMENT PROTOCOL [2013-2020]

BASIC SUMMARY:

If the United Nations Space Command’s Office of Naval Intelligence cannot reach an agreement with ONI itself, HIGHCOM, or the Secretary-General of the United Nations Space Command, then the Office of Naval Intelligence will shut down until an agreement is made.

WHAT WILL HAPPEN / RESULTS:

This shuts down the Office of Naval Intelligence / Military Intelligence when an agreement cannot be made, this is to prevent hostile situations and reduce the power the Military Intelligence has, this also prevents confusion between Military Personnel.

HOW DOES ONI GET REMOVED FROM THE SHUTDOWN?

The Office of Naval Intelligence has two weeks during the shutdown to reach an agreement/compromise, or the whole ONI Staff will be furloughed, and replacements will be made. If it continues, then ONI itself will be removed from the United Nations Space Command, and will instead be up to the High Command.

DIVISION AFFAIRS ACT 2014 - 2020

This bill enforces punishment to anyone who:

A) Leaves a division without proper discharge.

B) Leaves a division with permission but receives a rank two ranks or more above the equivalent to his/her former rank.

C) Leaves the group "UNSC" and rejoins to instantly regain their former rank or higher (Exception to division leaders or special circumstances).

Punishments will be the following:

  • One week suspension from the UNSC in the punished serviceman rank.
  • Stripped of all rank and demoted to the starter rank of his/her division.
  • Stripped of the ability to be promoted to any officer rank for a two month period.

If accepted, this bill will instantly be activated and all people who have rank-skipped, division hopped for rank, or left without a proper discharge in the seven days prior to the release of this bill will be given one or more of the punishments above.

UNITED NATIONS SPACE COMMAND Convention on Admiralty Law (UNSCOAL)

In the United Nations Space Command Convention on Admiralty Law (UNSCOAL) of 2013 it is stated that:
All states shall cooperate to the fullest possible extent in the repression of piracy in any place outside the jurisdiction of any State.

In this same document, piracy is defined as:

(a) any illegal acts of violence, detention, or depredation committed for private ends by the crew or the passengers of a private watercraft, private aircraft, or private spacecraft, and directed:

(i) in or over international territories, against another watercraft, aircraft, spacecraft, or port or against persons or property on board or within such a watercraft, aircraft, spacecraft or port;

(ii) against a watercraft, aircraft, spacecraft, persons or property in a place outside the jurisdiction of any State;

(b) any act of voluntary participation in the operation of a watercraft, aircraft, or spacecraft with knowledge of the facts making it a pirate watercraft, aircraft, or spacecraft;

(c) any act of inciting or of intentionally facilitating an act described in subparagraph (a) or (b).

In this same document a pirate watercraft, aircraft, or spacecraft is defined as:

A watercraft, aircraft, or spacecraft is considered a pirate watercraft, aircraft, or spacecraft if it is intended by the persons in dominant control to be used for the purpose of committing one of the acts referred to in [the above article]. The same applies if the watercraft, aircraft, or spacecraft has been used to commit any such act, so long as it remains under the control of the persons guilty of that act.
Furthermore; the acts of piracy, as defined in [the above article], committed by a government watercraft, government aircraft, or government spacecraft, whose crew has mutinied and taken control of the watercraft, aircraft, or spacecraft are assimilated to acts committed by a private ship or aircraft.

In this same document, the capacity for seizure or destruction of a pirate vessel is explained:

In any place outside the jurisdiction of any State, every State may seize a pirate watercraft, aircraft, or spacecraft, or a watercraft, aircraft, or spacecraft taken by piracy and under the control of pirates, and arrest or kill[1] the persons and seize the property on board. The courts of the State which carried out the seizure may decide upon the penalties to be imposed, and may also determine the action to be taken with regard to the watercraft, aircraft, or spacecraft or property, subject to the rights of third parties acting in good faith.
Furthermore; any act of piracy attempted outside the jurisdiction of any State, if the PIRATES are overcome, the TAKERS may immediately inflict a punishment by summary execution; though this is understood where no legal judgment may be obtained; And hence it is, that if a watercraft, aircraft, or spacecraft is attacked by a PIRATE, but in the attempt the PIRATE is overcome, the PIRATES may forthwith be executed without any Solemnity of Condemnation, by the Admiralty Law.
