I’m making a game where you can customize your avatar amongst other stuff, and I was wondering if I could use UGC hats and accessories in the ingame gui to be bought with currency.
Yes, however, it would be nice if you could credit them in some way (and/or allow them to purchase the item using Robux for their actual Avatar on the Roblox site in-game).
You need permission from any UGC creator to use their content. UGC is intellectual property; using it without the rights to do so is a copyright infringement.
See the Terms of Use:
For any UGC that you have ever Provided or that you will Provide (whether created solely by you or together with others) (a) between you and us or you and users, you retain all copyrights that you may hold in the UGC (…) When using the Service, you may be prompted to grant other Roblox users the right to use your UGC. If you agree to grant this right, other users may use your UGC to create their own games and other UGC on the Service, and you will not be entitled to any revenue that those other users earn, even if they use your UGC.
Giving credit does not justify using content you haven’t been given the rights to use. Always ask the creator for permission first.

This is more or less what the OP has already outlined, albeit fairly vague. If you re-read above I made it clear you need a creator’s permission to use their UGC in your game.
I don’t know the specific circumstances of that game and I’m not the here to speculate, but if they don’t have permission to use the content they would be risking a DMCA notice from the content’s creators.

i think you’re allowed to use them(?) but if you’re planning to monetize the game, you should include a purchasing prompt to buy the item on the actual catalog as well as in-game when the user is creating their avatar. it means that the ugc creator wont be completely missing out on revenue and im pretty sure you’ll receive some robux from it too.
if you’re gonna use ugc on npcs that is 100% ok, i’ve seen other big games do it. i have yet to see a ugc creator copyright a game over an item anyways. also it would be a pain to contact 20 ugc creators asking for permission when half of them dont even answer dms lol

You’re free to use any accessories uploaded by the Roblox account, just not UGC unless you’ve been given explicit permission to do so.
Edit: Event items uploaded by Roblox in collaboration with other companies might be protected by copyright if they are marked as such in their description, so you should check for this before using those assets.
