Very bright light, how to dim?

Hi, I have been using these tool box neon LED decorations, although the light that is being put out from the parts are really bright, but i dont know how to dim it.

Look in the properties of each light and reduce the Brightness value.

i went into properties and appearance and there is no brightness option
