Viewport Frame Rotation Problem

I want to rotate the camera to be slightly tilted to the top of the model in the viewport frame

but whenever I try to do this, it just moves the model instead

I’ve tried looking for solutions, but I still can’t find how to fix this.

I also need to rotate the camera around the model, later on, which is why I think it would be better to use the camera’s rotation instead of rotating the model.
