At the moment I use Paint.net, I don’t create anything spectacular but it’s not too bad. I’m just wondering if anyone knows any other programs that aren’t too hard to learn and are more specifically aimed towards creating UI?

You can use a website or app called Figma. I use it and I personally think that it is simple to use

There are a variety of apps/programs that are able to be used.
Photoshop
I would say Photoshop is for professionals, and for people who are experienced with UI design. Plus, it’s expensive and comes with a lot of tools.
Adobe XD
Adobe XD is a great tool to use for beginners, I recommend downloading it if you haven’t already.
Roblox Studio
Roblox Studio isn’t the best for UI Design, only use the tools provided to create simple UI.
Note: I’m not a UI Designer so I hope this is actually factual lol

Id say Photoshop or Illustrate. Photoshop is for pixel manipulation and Illustrate is more about vectors. Either one works for UI.

I use Lunacy. It is similar to Adobe XD but haves some extra features like circular gradients and dark mode

Photopea or pixlr are pretty good “programs” for ui design. Another good one is Figma.
I’ve honestly never understood why people use other apps for UI design. The only thing I use other apps for when making UI are icons, I use the built-in fonts & tools (UICorner, UIGradient).
Once you learn photoshop, you will be the lord and savior of any games you get involved with. Your UI’s will be spectacular works of art comparable to the world’s greatest art pieces.
Alternatively, you can use Pixlr or photopea 
also you can use flaction for some button images

Depends on what you’re trying to make really, if it’s just simple UI just stick with studio. 
If it’s more advanced use Adobe XD for UI/UX work and Adobe Illustrator for any logo/icon work. I would also recommend using After Effects as a end result tweaker to enhance or improve certain elements of your work, Photoshop is also good as a universal software for UI work, it’s good but doesn’t offer as good of a use as XD and Illustrator do. Sketch is a good advanced UI/UX software if you want to get into that too. 
Roblox Studio is one of the most easy yet feature packed tools for creating UI on Roblox.
The only thing it doesn’t do, is UI Blur, which can’t be done anyway by other programs.
Roblox Studio has the following very helpful features and elements for UI:
- UI Corner (rounded UI)
- UI Gradient (very good)
- UI Stroke
- and more!

If you’re looking for good icons, a plugin called Interface Tools (can’t get link, rbx is down) is very helpful, has over 400 icons or something and has consistent design with it, resulting in a clean UI.
Then everything is in studio and in one convenient place, resulting in not needing to open other programs which can come at a performance loss on a lower end PC.

hey, are you talking about the one that costs 500 robux or the one that costs 100 robux oR the free one?
However, unless you’re professional, you should never go with paint.net, photoshop, or Adobe XD.
Basically, the UI Icons can be found on Flaticon or Canva
And if you’re looking to make a good background, Roblox Studio itself is good for it, incase you want it to be even more professional, you could possibly go for Figma
