latest features:
Delet tool
delay between filling demand and creating new demand (one game tick)
the builder function prefers to build new buildings than upgrade tiles with low land value
todo: money, budget, services, utilities, traffic (oh boy), and more buildings!

you can get a similar effect by selecting everything and pressing x>limited dissolve
Dagger + shortsword combo or we riot.
Finally got my perfect lighting, cannot wait to see how the rest of the map will look with this, what do you guys think?
(Not FIB, I disabled global shadows and tweaked my lighting)
