So I was building & adding details on places, but slowly I started to run out of ideas
some places are completely empty but populated often which hallways & more
I need ideas on what to add for the details & what it should look like

Could definitely use way more beveling with cylinders and wedges, and some of the textures look stretched. Also I would recommend cylinders and wedges in your build in general. like in the use of stairs, rails, and the vending machine. Plus, some of the rooms look flat and plain without detail.

Furniture, Furniture, Furniture.
Add crates, desks and rubbish heaps to break up the floorplan, making it a more interesting composition.
Good thing with adding these models is that you can copy and paste them around, and using them as place fillers until you think up better ideas to put in.

If your going for the horror vibe your succeeding.
Well, the hallway feels bare I would incorporate the proper details related to the style your build is set in. Try include props hallways aren’t filled with a bunch of objects and items, minimum the amount of details you plan on adding place some floor designs tile concrete square pattern.
Consider to add just about anything posters, litter, boxes, trashcans, additional details on the walls to improve the quality of the build you could think of is adding some pipes different lighting elements or any specific objects whether on the wall or ground. Place some small pallets in a few of the corners and against the walls;
If you attempt to lack proper ideas view reference images and write things down and learn how to incorporate them within your build.

It’s amazing, but sadly very bland. I suggest adding some posters, NPC’s, machines, mini vehicles, trees (since christmas is near I suggest adding a christmas tree), chairs, and some mini rainbow lights.
I rate this build a 75/100 because as I said before, it’s amazing but sadly very bland. If you could give the things I requested before for the build, that would be amazing and I would rate it a 95/100

It mainly depends on the vibe you’re going for. If you’re going for a more Horror/Realistic feel then I would go for adding crates/worn down signs. I also suggest adding small details such as scratches/darker spots on the walls. Things like benches would be nice as well! More detailed lights and more color would also help a ton. I would also like to add that pillars might be a good detail. Just depends really.
