As @VitalWinter mentioned, it varies drastically depending on the type of game, but I’d say that the first step is to determine what the map will be used for. Once determining the usage, you can decide on size, obstacles, etc… Making a map without knowing what it’ll be used for can often lead to improper map sizes and contents, leading to more work.
After that, try planning it out - build a simple outline with basic parts before moving on to complex decorations or details.
Like the other person said, it depends on what style of game its going to be. Each style of game has its own style of layout, each type of game is unique in the sense of how its layout and design is going to be. But if you know what style of game its going to be, personally I sketch or make some sort of collaboration with references and layouts. After I have a base plan, or sketch done I’ll begin working on the layout, after the layout I’ll work on main assets and game pieces, after that anything that is going to affect gameplay like hit boxes or NPC locations I’ll place-placeholders. Once all of that is said and done, detail and your foreshadowing map detail is important to work on and then complete.

Making a map can come in many approaches sizes and shapes it really depends on the style of game your creating in your layout, don’t have large rooms and areas that don’t fit the genre of your game. If your layout is based on something like roleplay - action so on and so forth.
If you have a large map with empty areas in the corners or sides, put different things on them to fit the genre or style of the game. Visually having a layout or sketch it something that’s needed when creating a map for a specific game. This is similar to any game genre you tend to create.
You could always take along the process to use reference images or blueprints of different map layouts to have a simple idea to create your own map. Everyone has different approaches for creating maps them to match the style and genre of there game.
really depends, I usally just make it as I go but I know some people spend hours on terrain before even making anything
I think of the map I want to make, the scenery, the genre and the type of detail I want to put into the map, and then I build it.
