I intend to make a game based around a town bakery in the Middle Ages. In that time, beer or ale was used as a substitute for yeast in baking.
If I include something like ale, with NO option to drink it, NO other use for it other than baking and NO option/opportunity to, for example, put too much alcohol in dough, would the game have to be limited to 17+ or not?
Any depiction of alcohol will lead to a restriction of 17+
There are work-arounds to these policies but to have any alcohol depictions would mean you must declare that and have your game restricted.

If “the presence of alcohol” is enough for it to be considered 17+, then I guess that answers my question. Thank you!
I mean games for years have had bottles of what one can only assume is alcohol, like typical wine bottles, you may be able to get away with having it so long as it has no visual effects, movement effects is purely decorative and labelled as something else like “Water” or “Flavouring”
I mean hell people make wine cellars in bloxburg when I was searching up examples.
This is the “workaround” I am talking about, but ultimately it is your own judgement to decide what’s appropriate.
Now that you mention it, a good workaround might be to label the bottles as “low quality yeast” or “cheap yeast”, as I had in mind it’s something you upgrade from to actual, proper yeast.
The Bloxburg wine cellars - the game does not contain explicit references to alcohol, and I doubt user made content counts, as those “wine bottles” are actually just recolored ketchup bottles.
There was recently some news that a certain game got moderated only for the fact that it contained wine bottle models on a map… completely ignoring the rather graphic content the rest of the game had. Doesn’t give much hope.
