What Free App/ Software Should I Use To Make Decals

Hi, I want to create decals like these but I don’t know what free apps / software I should use. What do you suggest I use? I’m looking for one that’s easy to learn, but will get the job

I recommend paint.net, free and very easy to use! (especially for just starting off)

Hey! No idea what you could use considering I’ve never done that myself, but just wanna point out that the first picture isn’t actually a decal (If I’m correct?) It’s a TextLabel.

Well, those are not decals, it’s made in Roblox with frames and texts, for the second image you sent, the pets are decals, or maybe Viewport frames. To make those outlines in that image to separate each rarity, you need to set a property, which I don’t remember exactly what was it’s name, something like BorderPixels, to 1 or 2. I hope this helps you a bit.
