What kind of ads do get the best CTR nowadays?

Hello, recently I’ve ran an ad for my game called Cake Factory Tycoon. I’ve refreshed and collected data, seems like the “LVL 1”, “LVL 99” are the ad’s I’ve seen the most. I hired a GFX designer to make me an ad banner and in my opinion it looks perfect. here’s how they looked like:

However the results hit me hard.

What do you guys think would be the best skyscraper for good CTR?

Ads are only good when you have something significant and extraordinary to show. Such as an update for an already known game, an event etc.
Otherwise, use sponsorships!
