That depends on how realistic will be your game. In real life, you would die instantly (so, 100) or feel really bad (50). In a game, maybe 10-20, 25 for best swords to keep a cool gameplay for everyone.

or should it be 25 - 30
I think that 40 would be a lot because in less than 2 hits the player would die. If you have multiple swords, try to keep a close range so there is no big differences between a wooden and golden one.
As I said, it depends on your game (if this is a based-combat game then you can put lower damage ranges to keep a cool gameplay, if this is a RPG (swords are not easily obtainable) then you can put a higher range). This is the same for shooting games, you can use them as base!
