Whats the best apps to make game icons?

I want to know whats the best app to make game icons.

I know very apps, but I needs apps that:

Are less than 100MBs or apps that have Portable version (Pen Drive Version) or apps that can be used on websites.

I personally suggest Photoshop but for mobile use I would use the website “Pixlr E”. Here is the link.

But the Photoshop has a portable version or a website version?

It is paid access. There is no website version and there is a app for mobile but it sucks and would not recommend to use.

And, that I forgot, I loved the Pixlr E, now I’m testing it is really good.
